The tension unit is used in conjunction with the vertical coil payoff units when the cut-to-length line has a pneumatic feed cylinder to prevent gaulling on the tube from the start and stop motion on the tube cutter.  This unit is not needed when the cut-to-length line has a servo feed because the servo does not have the hard stop and start motion such as the air feed has with shocks.
